The Commissioning for Quality and Innovation (CQUIN) payment framework enables commissioners to reward excellence by linking a proportion of healthcare provider’s income to the achievement of local quality and improvement goals.

The payment framework is a national initiative introduced from 2009-2010 and the goals for quality improvement are agreed locally on an annual basis between each healthcare provider and their commissioner(s).

A proportion of the Trust’s income in 2011-12 was conditional on achieving quality improvement and innovation goals (CQUIN) agreed between the Trust and any person or body they entered into a contract with for the provision of NHS services.
